Despite protests from more than 20 citizens, Upper Allen Township, Pa., commissioners voted 3 to 1 to approve a zoning change proposed by Charter Homes, paving the way to develop 25,000 square feet of self-storage units.

The zoning changes the classification of a parcel of land along Arcona Road, which separates the Upper and Lower Allen Townships, from rural living to neighborhood commercial. The citizens cited several concerns including increased traffic, and preservation of a rural lifestyle.

The zoning board held two public hearings regarding the development before the vote.
